Biography

Kishwer Falkner was born in Pakistan and naturalised as a UK citizen in 1983. She joined the Liberal Democrats in the mid 1980s and worked for the party in several posts till 1999.  Kishwer stood as prospective parliamentary candidate in Kensington and Chelsea in 2001, gaining the highest ethnic minority vote for Liberal Democrats in London.  She was elevated to the House of Lords in 2004.

In the House of Lords, Kishwer has concentrated on civil liberties, international terrorism and human rights. She has served on the Joint Committee on Human Rights; the European Union Committee on Foreign Affairs, Defence and International Development; and on the Joint Committee on the Legal Services Bill. In 2005, she was appointed to the Prime Minister's Taskforce on Tackling Muslim Extremism. She has served as Liberal Democrat Spokesman on Children, Schools and Families, and on Communities and Local Government, and is currently Spokesman for the Ministry of Justice.

In September 2006, Kishwer was awarded a Fellowship at Harvard University's Institute of Politics (John F. Kennedy School of Government), where she concentrated on US Foreign Policy and Democracy in the Islamic world, building on her extensive personal experience of living and working in the Islamic world (see The Harvard Crimson, 13 Sept 2006).

Kishwer was the Liberal Democrat’s Director of International and European Affairs for several years, co-authoring much of the Party’s policy on the European Union, and coordinating a joint response for European Liberals on issues related to Europe’s structures and place in the world.  Kishwer also worked for the Commonwealth Secretariat, where she continued to work on globalisation, democracy and development.  Most recently, Kishwer was Chief Executive of a charity working with young people in some of the poorest parts of Africa and Asia.

After schooling in Pakistan, Kishwer read International Relations at the London School of Economics and gained an M.A. in European Studies at the University of Kent.  She has lived and worked in the Middle East, the USA, continental Europe, Africa and Asia.  Her background has covered the corporate sector, international organisations and the not-for-profit sector. 

Kishwer is married to  Robert Falkner, an academic at the London School of Economics, and they have one daughter, Sophia.
